I mean, the first car seat law was passed in 1978. That's not even 30 years ago. Surely time has shown us what works and -- unfortunately for some families -- what doesn't. I know infant safety seats aren't as safe as they could be, and I'm hoping that this will be a turning point. Seventy percent effective is good, and better than nothing, but can we get to 90 percent?
