The easiest way to make this cake is with a boxed cake mix, primary-colored candies like M&Ms and canned frosting. Here, I've chosen the Funfetti cake from Pillsbury because it has primary-colored bits that bake right into the cake. This sort of makes it a double rainbow, if you will. I chose cream cheese frosting since a light color is a good backdrop to the rainbow you and your toddler will create.

To make this a little healthier and possibly less expensive (although, I have to say, at .89, the Funfetti is pretty cheap) you can bake a cake from scratch. Here are some recipes to check out if you want to go that route:

Another bonus that comes from making a cake from scratch is that your toddler gets more opportunities to help you measure, pour and mix and see a real transformation take place from raw ingredients to finished cake. Not so much with the boxed version, but it's still fun either way.
